Culture

In the field of culture, ASEF promotes various forms of cultural cooperation between Asia and Europe including policy dialogue, bi-regional networks and artistic collaborations. In addition to fostering sustainable partnerships between Asian and European arts organisations, ASEF also facilitates dialogue between the arts sector and government agencies in Asia and Europe.

ASEF Cultural Policy Dialogue Series

The ASEF Cultural Policy Dialogue Series stimulates analysis and engagement that reflect current debates in the arts in Asia and Europe, including the cultural agenda of the Asia-Europe Meeting (ASEM).

7th ASEF Public Forum on Creative Industries in Asia and Europe

Creative industries were in the spotlight as the central theme of the 6th ASEM Culture Ministers’ Meeting (ASEM CMM6). To provide inputs to the ministerial discussions, ASEF co-organised the 7th ASEF Public Forum on Creative Industries in Asia and Europe, titled Enabling Crossovers. The forum facilitated the sharing of good practices and policy debates, focusing on economic growth, sustainable development, social inclusion and empowerment in the creative industries in Asia and Europe. It also explored ideas for new projects and highlighted opportunities for greater bi-regional collaboration between Asia and Europe.

Over 150 arts practitioners, cultural professionals, representatives of cultural agencies and media persons attended this forum. Speakers from the forum also addressed the Ministers during the opening ceremony of ASEM CMM6. The event was organised in partnership with the Netherlands’ Ministry of Education, Culture and Science, and Het Nieuwe Instituut based in the Netherlands. It was supported by the European Cultural Foundation (ECF) based in the Netherlands.

WorldCP-International Database of Cultural Policies

2014

As a partner of WorldCPInternational Database of Cultural Policies, ASEF continued to support research studies on cultural policy issues and trends in Asia and Europe throughout 2014. The cultural policy profiles commissioned under the WorldCPAsia project are accessible on www.culture360.asef.org and www.worldcp.org.

This project is led by the International Federation of Arts Councils and Culture Agencies (IFACCA). The national partners are: Arts Council of Mongolia; Korean National Commission for UN ESCO; Ministry of Education, Culture and Science, Mongolia; Ministry of Culture, Community and Youth, Singapore; Ministry of Culture, Sports and Tourism, Korea; and Ministry of Culture, Sports and Tourism, Viet Nam.

ASEF Cultural Platforms and Networks Programme

ASEF Cultural Platforms and Networks Programme

The ASEF Cultural Platforms and Networks Programme actively supports artistic collaborations and bi-regional networking among cultural professionals from Asia and Europe. It also facilitates wider access to information on arts and culture through online platforms.

ASEF culture360

2014

www.culture360.asef.org is an online platform for information exchange among artists, cultural professionals and policy-makers from Asia and Europe. The ASEF culture360 web portal is a onestop resource for news, events, and opportunities relating to the arts and culture in the 51 ASEM member countries in Asia and Europe. It also features a special magazine with commissioned articles.

ASEF culture360’s project highlights in 2014 include the launch of the 3rd edition of the research study on funding opportunities and resources for international cultural exchange for 19 countries in Asia. The portal also presented updated guides for 27 countries of the European Union, as well as Norway, Switzerland and the Russian Federation. The portal supported various arts initiatives, including the IETM Asian Satellite Meeting in Melbourne, Australia, which was attended by 300 delegates from Asia and Europe’s performing arts sectors.

ASEF Creative Networks

ASEF Creative Networks recognises the growing importance of cultural networks as a channel for dialogue and cooperation between Asia and Europe. In 2014, the 1st edition of ASEF Creative Networks supported 3 projects from a pool of 54 proposals. 6 meetings and public lectures took place in 6 countries (Australia, Belgium, China, Czech Republic, India,

Singapore). They involved 12 partners and benefitted 150 participants from Asia and Europe. Supported projects included were:

  • Asia-Europe Network of Urban Heritage for Sustainable Creative Economies
  • Network as Learning Experience – Capacity-building for Cultural Managers
  • Asia-Europe Creative Residency Network

The launch of the 2nd edition of ASEF Creative Networks attracted 39 proposals.
