Publications

Culture


The publication highlights 36 good practices in the creative industries from 33 countries in Asia and Europe. The featured case studies map key areas of focus at the 6th ASEM Culture Ministers’ Meeting (ASEM CMM6), namely creative skills, creative entrepreneurs, creative cities-sustainability, and creative cities-quality of life. Enabling Crossovers: Good Practices in the Creative Industries serves as a tool for networking, collaboration and policy-making. The publication was prepared in collaboration with the Ministry of Education, Culture and Science, the Netherlands and Het Nieuwe Instituut in ASEF’s capacity as an official partner of ASEM CMM6. It was launched in June 2014 during the 1st Senior Officials’ Meeting of the ASEM CMM6 in Rotterdam, the Netherlands.


The Mobility Funding Guides for International Cultural Exchange provide a comprehensive list of resources that support cultural mobility across 49 countries in Asia and Europe. The 3rd edition of Mapping of Funding Opportunities for International Cultural Exchange in Asia, which was launched in 2014, presents mobility funding resources for 19 Asian countries. In addition, ASEF culture360 published updated Guides for 27 countries of the European Union, as well as Norway, Switzerland and the Russian Federation, in partnership with the European network On-The-Move. Economy


This publication reports on the outcomes of a 2-year study of migration policies in Asia and Europe. It examines migration policies that are initiated by sending and receiving countries, as well as policies that are jointly created by cooperating countries. The report highlights good practices that support equitable migration systems and offer migrants access to protection.

Governance


This publication explores the complex inter-connection between sustainable development, environmental protection and human rights, in the face of increasing environmental degradation and climate change. It details the exchanges among participants and the outcomes from working group discussions at the 13th Informal ASEM Seminar on Human Rights: Human Rights and the Environment. The report elaborates on key concepts and topics including: access to information, participatory rights and access to justice; actors, institutions and governance; and climate change and human rights implications.


This publication focuses on initiatives and activities undertaken by political parties in Asia and Europe in relation to civil society organisations and citizen movements. As political parties in the two regions operate in different domestic political contexts and socio-economic conditions, the result is a diverse array of approaches and experiences that exist between countries. This includes the idea that there is no common definition of democracy and no single political trajectory towards democracy. Case studies are presented to highlight common issues, challenges and lessons that can be shared between Asia and Europe. They also serve as examples of good practice from which actors across the two regions and beyond can benefit and learn.

Public Health


This research report presents an in-depth analysis of the social and economic impact when migrants are not provided with full access to healthcare. By examining case studies in Austria, Italy, Hong Kong SAR and Singapore, this report aims to enrich discussions on the issue of migrants’ health policies. Researchers provide evidence to support the argument that excluding migrants from primary healthcare causes delays in or denial of treatment. This, in turn, results in unnecessary loss of human capital.


This publication serves as a health booklet for Filipino migrants departing for and living in Italy. It aims to help Filipino migrants by: increasing their understanding of the Italian health system and the services that they are entitled to, encouraging them to utilise the health services in Italy and to only consume drugs that are prescribed by the health system, and improving their cross-cultural competencies – such as learning Italian language – that enables better integration into Italian society.


Based on ASEF Public Health Network’s research project The Health Dimension of Asian Migration to Europe, this policy brief provides government officials and policy-makers in the Philippines and Italy with 2 key recommendations. Firstly, it encourages the 2 governments to incorporate key research findings into policy development and modification, with a view to helping Filipino migrants in Italy better understand and utilise health services. Secondly, it aims to increase government participation in public discussions for improving health inequities faced by Filipino as well as other migrants in Italy.

Sustainable Development


In October 2014, the ASEF Outlook Report 2014/2015: Facts and Perspectives was published to elaborate on emerging global and regional challenges associated with sustainable growth and development. This 2-volume report, which presents over 100 pages of data and statistics of demographics, economy, social development, education, culture, public health, as well as energy and carbon emissions, was presented at the Asia-Europe Meeting (ASEM) Senior Officials’ Meeting on 15 October 2014 in Milan, Italy, during the 10th ASEM Summit (ASEM10).

Key issues addressed in this latest report aligned closely with ASEM10’s theme of Responsible Partnership for Sustainable Growth and Security. This complemented the debate and discussions that took place during the Summit.


Volume 1: Facts at a Glance provides data that will allow the reader to better understand the political and socio-economic conditions in ASEM countries as well as the differences and similarities between them.




Volume 2: Perspectives on Sustainable Development focusses on the future of Asia and Europe in the light of trends in sustainable development and growth. The volume offers in-depth insights into selected priority areas including inequality, education, creative industries, quality of growth, migration, health, climate change and governance.


The ASEF Media Handbook is written for journalists by journalists. It is the result of exchanges between Asia-Europe media professionals. The Handbook tackles a specific area of journalism and its challenges. It also presents suggestions for better quality stories based on experiences and insights shared during the Asia-Europe Foundation (ASEF) media programme. ASEF Media Handbook: Sustainable Development Reporting for Journalists is the result of discussions made by 28 journalists during the 9th ASEF Journalists’ Colloquium held from 9-12 November 2013 in Gurgaon, India. The Colloquium, entitled, Media and the Green Agenda, tackled sustainable development reporting, its challenges, and ways to improve one’s journalistic standards while covering green issues.


This publication is the 2nd handbook in a series by the ENVforum for policy-makers involved in creating Sustainable Development Goals. This publication presents a set of illustrative Sustainable Development Indicators (SDIs) that reflect individual countries’ priorities, goals and targets for sustainability. Part II complements Part I, which focused on Methodology and Goal Framework by providing a fundamental set of tools that is critical in driving forward the international public discourse on SDIs.


This publication aims to contribute to the discussions taking place in preparation for the United Nations Framework Convention on Climate Change (UNFCCC). It also serves as a resource for ASEAN government officials and other UNFCCC negotiators involved in this process. The handbook presents clear evidence on climate change and global climate negotiations in the introduction and proceeds to elaborate on the role of regional groups in these negotiations, describing the climate change challenges faced by ASEAN policymakers at both a national and regional level.
