Overview

Established in 2013, the Asia-Europe Public Diplomacy Training Initiative is a joint collaboration between the Asia-Europe Foundation (ASEF), the DiploFoundation of Switzerland, and the National Centre for Research on Europe (NCRE) of New Zealand. It is supported by the Federal Department of Foreign Affairs of Switzerland.

The Initiative aims at improving the relations between Asia and Europe by enhancing public diplomacy efforts among the Asia-Europe Meeting (ASEM) Partners. It provides practical skills-oriented training with toolkits and training modules designed by public diplomacy experts and practitioners as well as senior diplomats with the support of Asian and European diplomatic academies.

The training targets:

  • Junior level or early career diplomats in departments dealing with Asia, Europe, or ASEM in the Ministries of Foreign Affairs or equivalent of the ASEM Partners;
  • Diplomats posted by ASEM Partners to ASEM countries who work on public diplomacy, public affairs, communications or media engagement;
  • Representatives from government agencies (culture, tourism, trade and investment, etc.).

Project Updates

  • The Asia-Europe Public Diplomacy Training Initiative, a collaborative effort between ASEF, the DiploFoundation (Switzerland) and the National Centre for Research on Europe (NCRE, New Zealand), and supported by the Federal Department of Foreign Affairs of Switzerland, aims to equip early or junior-level diplomats with the necessary public diplomacy toolkit in order to skillfully engage in the shaping of foreign public perception of their countries, and to make their domestic policies be understood abroad. Since 2013, the training has already welcomed more than 200 young diplomats and government officials from 53 ASEM Partners, including the ASEAN Secretariat and the European Union.

    The Initiative is unique as there are two key components – an online training course, followed by a face-to-face meeting. In its 5th edition, participants learned about the different approaches and strategies of public diplomacy through the 5th Public Diplomacy Online Course from 3 July to 8 September 2017. Thereafter, 23 Asian and European diplomats joined the 5th Face-to-Face Public Diplomacy Training on 9-13 October 2017 in Jakarta, Indonesia, hosted by the Directorate General of American and European Affairs and the Centre for Education and Training of the Ministry of Foreign Affairs of the Republic of Indonesia. The complementary second segment further built on the participant's acquired know-how on how to operationalize, execute and implement effective public diplomacy campaigns within the Asia-Europe context.

  • Diplomacy

    Initiated by ASEF in 2013 in collaboration with DiploFoundation and the National Centre for Research on Europe (NCRE), the Asia-Europe Public Diplomacy Training Initiative provides practical skills-oriented trainings on public diplomacy to young, junior-level diplomats from Asia-Europe Meeting (ASEM) Partner countries working on Asia-Europe relations in their respective ministries. The Initiative has so far benefited more than 190 participants from 49 ASEM Partners, including the ASEAN Secretariat and the European Union, and is now entering its 5th training phase.

    From 3 July - 8 September 2017, 28 Asian and European diplomats took part in the 5th Public Diplomacy Online Course where they learned about the concepts of public diplomacy and how to create innovative public diplomacy strategies in the context of Asia-Europe relations. Following the successful completing of the Online Course, all participants will go on to participate in the 5th Face-to-face Public Diplomacy Training on 9-13 October 2017 in Indonesia, hosted by the Directorate General of American and European Affairs and the Centre for Education and Training of the Ministry of Foreign Affairs of the Republic of Indonesia. Over the course of 4.5 days, they will further strengthen their practical skills to design, develop, and deliver effective public diplomacy activities tailored to their respective national or regional circumstances, building on their knowledge acquired from the Online Course.
