DEEP was formally launched on 13 April 2007 in Singapore as one of the events commemorating the ASEF's 10th Anniversary. About 60 guests attended the launch, including representatives of Singapore's higher education institutions and students from local secondary schools.
The ASEF's Executive Director Ambassador Wonil Cho officially announced the launch, after which, guests were invited to view the DEEP exhibition, which featured computer terminals for guests to browse the new web portal.
